How tall a wall can you build?

Height is where engineering comes into it. Past a certain point a wall needs a design and a permit, and we will tell you when you have crossed that line rather than build past it.

Why does drainage matter so much on a wall?

Because water behind a wall is what pushes it over. The drain rock, the fabric and the drain line are not extras. They are the reason the wall is still standing in ten years.
