Water only pools a few times a year. Is it worth fixing?
Usually yes, because the few times a year are the times that do the damage. Freeze and thaw against a foundation costs far more than a drain line does.
Does burned ground change how a system has to be sized?
Yes. Burned slopes shed water at more than double the old rate, and that effect can last several years. Culverts sized for the old condition are the usual failure point.
